Technology Supporting the Process Foresight for the Smart City in terms of Automating the Identification of Trends

DESCRIPTION OF THE TECHNOLOGY/SERVICE
The system created will allow public administration employees at the level of local government (understood as a municipality) to achieve four basic objectives:
1. early warning – based on a set of analyses performed in real time.
The system will enable the identification of emergent social and economic trends in six areas social and economic trends in six areas defined according to the systematics adopted in the research methodology in the field of smart cities, smart economy, smart living, smart people, smart environment, smart mobility and smart governance.
Mobility and smart governance. The results of the analyses carried out will make it possible to real-time analysis of the intensity of selected trends in a broad systemic context, and thus make tactical and strategic decisions with lower risk than in standard procedures. In addition,
these analyses can be an important input for the preparation of comprehensive  strategic documents (city development strategy, smart city strategy) and sectoral strategic documents (e.g. Mobility Development Strategy).
2. monitoring of external measures – in parallel to the system’s analyses of emergent trends, the system will monitor available external resources allowing the realisation of projects in response to emerging trends and uncertainty factors. BENEFITS OF THE TECHNOLOGY
The core of the system – Cross-Impact Analysis
The technology consists of 6 cross-impact matrices (CIA) constructed according to the smart city classification: smart economy, smart living, smart people, smart environment, smart mobility and smart governance. Each matrix includes national/European/global trends and processes locally identifiable processes, e.g. for a smart environment matrix this could be

The matrices allow for the analysis of:
1. structured data – trend and local data analysis;

(b) Available at city level made available by:
– public sector (LDB, municipal reports, JST budget, WPF),
– non-governmental sector (financial and factual reports),
– inhabitants (e.g. from the applications used),
– entrepreneurs,
– higher education and science entities.
2. unstructured data – sentiment and contextual analysis of statements of residents on specific topics tailored to the chosen city;
MARKET APPLICATION
Launch of an innovative service to support the implementation of a process of foresight for a smart city based on an ICT system. Basic functionalities of the system:
1. dashboard – access to current data at the level of 6 thematic matrices and an aggregate metamatrix. Example (RAHS):
2. report generation – ability to generate a report summarising data fluctuations over a selected time period and identifying the processes with the highest intensity. Once a month, the system automatically generates a report at meta-matrix level with a summary of
key changes for the local government.
3. solution database – a real-time updated database of socio-economic innovations implemented socio-economic innovations implemented in local government units in Poland and countries with similar parameters (predefined group).
4. notifications about competitions – a system of notifications about announced competitions for co-financing development projects in cities.
